Purpose
AEMO is working with industry to implement the procedural changes that are required to give effect to the Five-Minute Settlement (5MS) and Global Settlement (GS) rule changes.
AEMO is required to consult on a number of these procedures, but AEMO also sees benefit in engaging with the industry early in the development process to identify any potential areas of concern or contention, as well as identify areas of opportunity to improve outcomes.
Packages and Stakeholder Consultation
AEMO has identified approximately 70 procedures, policies and guides that are affected by the 5MS Rule across four functional areas. These procedures have been grouped into packages for consultation. The packages are outlined in the table below.
The procedures included in each package, their High-Level Impact Assessments and further details on consultations can be found through the links as they are progressively released throughout 2018 and 2019. Note that some documents are required to go through the formal two-stage ‘rules consultation’ process, the remainder will be released for comment by stakeholders.

No packages, no formal rules consultation required – release for comment in 2019
AEMO will consult with industry on the procedures that are impacted, and on the proposed approach to work packages.
Procedure Working Group (PWG)
AEMO has established the Procedures Working Group to provide a forum to engage with industry stakeholders during the procedure development process. Information on the working group is available here.
